The Dickinson Police Department is hosting ADA/TTY Training for Communication Officers presented by Excel 9-1-1. This is a one day training program designed to teach 9-1-1 and emergency communications personnel how to recognize and process TTY calls.

There are two seperate dates for students to attend. They are Monday, January 26th 2009 & Tuesday, January 27th 2009.

Four Dickinson Police Department officers recently participated in this year's North Dakota Peace Officer's Convention shooting competition. The event was held in Williston, ND.

SGT Dan Brown, SGT Dustin Dassinger, SGT Joe Cianni, and SPO Travis Holding Eagle brought home the NDPOA traveling trophy for scoring the highest overall in the pistol competition.

In addition, SGT Dassinger and SGT Cianni also claimed first place in the two man sharpshooter competition, while SGT Brown and SGT Dassinger took third. For the "Governor's 20" shooting event, SPO Holding Eagle took fourth place, SGT Dassinger took tenth place, and SGT Cianni took sixteenth place.

Dickinson last won the traveling trophy back in 1995. It is the only award given out at the yearly NDPOA.

The Dickinson City Commission recently passed Ordinance 1354 which regulates Off-Highway Vehicle (OHV) traffic within the city limits. As some may recall, the City Commission drafted an Ordinance in 2006 (ORD 1316) which limited the use of most OHV vehicles within the city. However, after a request of several citizens and in light of rising fuel costs, the City Commission re-considered the option of expanding the types of OHV's that can be operated on city streets.

In general, there are now 3 Classes of OHV's. Class I are vehicles that have two wheels and a saddle/seat designed to be straddled by the operator, and DO NOT qualify as road capable vehicles (DOT will not register), and generally cannot be operated on city streets. Class II OHV's are vehicles that travel on 3 or more low-pressure tires and are less than fifty inches wide (typically ATV's). They can be operated on city streets only from the owner's house to the most direct route out of town. They must also be licensed and insured. Finally, Class III OHV's are vehicles that weigh less than eight thousand pounds and travels on four or more tires (the new "Gem" electric cars). They must comply with all equipment requirements that automobiles do (brake lights, mirrors, etc), must be insured and registered, and may be driven on any city street in Dickinson WITH THE EXCEPTION OF EAST AND WEST VILLARD.

The North Dakota Association for Justice (NDAJ) donated 40 youth bike helmets to the Dickinson Police Department. The helmets are part of the NDAJ's program: "Keep Your Family Safe."
The association is concerned for the safety of children who are riding bicycles. The "Keep Your Family Safe" program has been in existence for the past 10 years. The association has donated nearly 400 hundred bicycle helmets to law enforcement so that the helmets may be used in safety programs presented to young children in North Dakota.
The Dickinson Police Department has partnered with the NDAJ for the past 10 years to make this program available in southwest North Dakota. Officers present safety talks to young bicyclists. During the presentation, the officers fit helmets and discuss safety tips for riding. If children learn at an early age to wear a bicycle helmet, the more likely they will continue the safe practice when they are adults.
The department would like to thank the NDAJ for their generous donation. Citizens now have the ability to view all active criminal warrants for Stark County and the City of Dickinson. The Adobe .pdf document will be updated monthly with a list of names of people with active warrants.

If you can assist law enforcement by providing the whereabouts of these individuals, you are encouraged to call the Sheriff's Office or the Police Department. You may remain anonymous!
If your name appears on the list, contact the respective court or call the State's Attorney's Office.

The Dickinson Police Department is happy to announce the homecoming of "one of our own"; LT Bill Leach. LT Leach just returned from a 1-year tour in Iraq in support of Operation Iraqi Freedom. He serves as Command Sergeant Major with the North Dakota National Guard. While deployed, his mission revolved around gathering military intelligence and predicting the movement of the enemy.
LT Leach deployed to Iraq with the 164th Engineer Battalion in September of 2007. The security force unit was 540 members strong with members coming from North Dakota, Minnesota, Iowa, and California. Thankfully, all members safely made it back to the United States.
We thank LT Leach, his family, and all of our soldiers and their families for their service to our country. We look forward to having him back at the department, helping us keep our community safe!

We would like to invite you to attend a community forum concerning the registration of sex offenders. This will be held on Wednesday, April 30th @ 7:00 PM at the Dickinson City Hall.

Recently, several high risk sex offenders have moved into the city. This prompted concerns from several citizen and also raised many questions regarding the registration process. In an effort to inform the community, the Dickinson Police Department is teaming up with North Dakota Parole and Probation to hold a community forum. This will allow citizens to ask questions and learn what the department is doing to keep you and your family safe.

Sex offenders have always lived in our communities, and the accompanying risks have always been present. Per the US Constitution, the department cannot "ban" an offender from living in a community. However, offenders are closely monitored by our Criminal Investigations Division and North Dakota Parole and Probation. High-risk offenders are monitored on a strict and frequent basis to ensure compliance of the registration laws.

We encourage you to attend the meeting and become informed on this topic. If you are unable to attend, we plan on airing the forum on Channel 19 Cable Access shortly after.

During the first week of February, the DPD began using a new dispatch (CAD) and record management system (RMS) built by Archonix Systems of Mount Laurel, NJ. The previous CAD and RMS system, which was called CPLIMS, was a dated software technology in need of an upgrade. Many of the keystrokes associated with CPLIMS involved the "F1" keyboard keys. Archonix software is a modern, point-and-click, Windows-based system.

The Stark County Sheriff's Department and the Southwest Multi-County Correctional Center also ventured into purchasing Archonix software, which will greatly aid the agencies ability to cross-reference reports and crime data. Such a connection is the first in the nation for Archonix.

The biggest advantage to upgrading software is the ability for the received-data to be "real-time"; with CPLIMS, it sometimes took upwards for a month for a report to be entered into the records system. Now officers will be able to reference previous calls, look up current addresses, and perform other administrative duties with greater efficiency and accuracy.

The department would like to announce the promotion of Senior Patrolman Dave Wilkie to the rank of Sergeant. He filled the vacant position left open by the retirement of SGT Rick Bartz in late January of 2008. SGT Wilkie was officially promoted on Monday, February 11th during a promotion ceremony. Chief Chuck Rummel gave SGT Wilkie the oath of office. Family members of SGT Wilkie pinned the chevrons and Sergeant badge.
SGT Wilkie joined the police department in 1999 and was promoted to the rank of Senior Patrolman in 2004. He and his wife, Leslie, have two children, and were also in attendance for the ceremony.

 
 


  • January 29th, 2008

The Dickinson Police Department would like to announce the retirement of SGT Rick Bartz and thank him for many years of service. SGT Bartz officially retired with the department on January 28th, 2008 after serving the City of Dickinson for 28 years.
SGT Bartz started his law enforcement career back in 1975 as a Deputy Sheriff for the Golden Valley Sheriff's Department. He became Chief of Police in Beach, ND in 1979. He was hired as a Patrolman with the Dickinson Police Department in 1980.
SGT Bartz quickly rose among the ranks, first becoming a Detective Corporal in 1981 and eventually Sergeant in May of 1990.
He enjoys riding motorcycle and flying as a private pilot, both of which he plans on doing in retirement. He will also continue to operate his family farm near Minot. We wish him many years of health and family and thank him for his dedicated service to the department and community!
